If you cannot send money (euros) by post nor pay with your credit card, you can use Western Union services to transfer the license fee to the author.
Go to your Western Union office (usually post offices), make the formalities to transfer the amount of money corresponding to the selected license. You will have to pay the extra fee for the Western Union service.
IMPORTANT: as soon as the transfer is initiated, send an Email to the author giving your complete address, the amount you transferred, the 10-digit transaction number given by Western Union, and your Email address where the license should be sent.
Then, the author will have to fetch the money to the post office and prepare and send you the license file. It may take several days between your first Email notification and the license delivery.
